Alberta Department of Energy documents show the economic benefits of upgrading raw bitumen from the oil sands in Alberta instead of exporting it.
But instead of requiring bitumen be upgraded in Alberta, both the Alberta and federal governments are continuing to lobby for the Keystone XL pipeline which will allow more raw bitumen to be exported. The documents showing that upgrading bitumen in Alberta is economically viable only became public because of a Freedom of Information request from the Alberta Federation of Labour.
When private companies are making money exporting raw bitumen, it's not surprising that they're reluctant to change how they operate. It's not their role to create jobs in Alberta or make sure as much money as possible from natural resources stays in Canada. What doesn't make sense is why the Alberta government is continuing to permit oil sands projects without requiring upgrading.
